Have you tried just exporting and importing them?

Subject: [gxenglish-l] get Theme & Master page to new KB
When we start a new KB we need to have 'our' Masterpage and 'our' theme in the new KB.
How can we get the theme and masterpage from a different KB into our new KB?
GX U3 is our version.
